Risky manoeuvre
By removing Moscow's mayor Yury Luzhkov from office Russian President Dmitry Medvedev is jeopardising the political stability of the country, the liberal conservative daily Neue Zürcher Zeitung comments: "The relentlessly critical online magazine Gazeta.ru writes that in firing Luzhkov Medvedev intended to make it clear who calls the shots, but if the successor to the post of Moscow mayor fails to maintain peace and ensure a functioning infrastructure this demonstration of power will backfire. ... To this extent Medvedev's resolute stance will put the much-vaunted stability of Russia's political system to the test. Medvedev must replace Luzhkov, who as mayor wielded far more influence than many a minister, with a controllable yet strong personality. Otherwise he runs the danger of losing control of a key economic and political resource."

Even more power for Russian leadership
The attacks in Moscow are proof that the Russian government's brutal strategy against Islamist separatism in the North Caucasus is not working, the Neue Zürcher Zeitung concludes: "But President Medvedev and Prime Minister Putin remain unfazed, ... the battle cries against the terrorists and 'bandits' sound like words from yesterday. This rhetoric, like the first emotional reactions of Moscovites, is an indication that understanding of the complex North Caucasian issue has not grown. On the contrary, there is the danger that the automatic reaction will be not only to find culprits but also to box through arbitrary political measures in the name of improving security. For some time now the political elite has been under pressure to justify itself before the rest of the country. Once the shock and the helplessness have subsided, the power of the government, but not the security of the citizens, may be strengthened."

Europe is sceptical facing the Russian presidentials
Markus Ackeret finds it downright grotesque the way presidential hopeful Dmitry Medvedev tries to emphasize both his independence and his closeness to Vladimir Putin. "After two months of a dull election campaign, it looks like Medvedev can't separate himself from his father figure. He makes hardly any public appearances, and does not participate in discussions on television. ... The degree of influence to be granted this ill-defined, disappointingly boring Medvedev will be revealed only through his power-sharing with Putin as Prime Minister. He has repeatedly championed a strong presidential system as the only possible governmental form for Russia. Asked about his favourite location in Moscow, he recently told his interviewers at 'Itogi' - 'I am not original: it's the Kremlin. The heart of Russia.'"
