Carry out reforms in Portugal now

In return for the EU bailout package heavily indebted Portugal has undertaken to carry out comprehensive reforms. It must keep its word, warns the business daily Jornal de Negócios: "Now we can establish order, learn to live according to our means and lay the foundations for a plan for sustainable growth. The major challenge however will be actually implementing the agreement. Generally it's not in the drafting of plans, projects and laws that we fail but in carrying them out. Over the years we've never tired of planning major projects and edifices, of drawing up progressive and innovative laws. But the problems start when it comes to putting them into practice, either because things start going wrong or there's a change of government, false calculations were made, the judiciary doesn't function properly, the administration obstructs everything, there's no money left, and so on. But this time must be different."
