Albania must solve its problems before joining the EU

The daily La Voix du Luxembourg calls for Albania to tackle corruption before it is allowed to become an EU member: "The Albanian Prime Minister Sali Berisha will submit his official application for EU membership today in Prague. Albania, which is experiencing a period of insecurity, has reintroduced the [medieval set of laws and moral code] Kanuni i Lekë Dukagjinit. Divided into 12 sections, this set of laws unfortunately also legitimises the vendetta, which goes beyond the boundaries of justice as applied in our democracies. It hinders Tirana's bid for the promising future most Albanians want. In this collection of horror nationalists and mafia members see only the normal foundations for law. In any other region of the world it would be harshly condemned. Albania must solve its own problems before it can dream of the European Union."

Climate policy causing rifts in European unity

La Voix du Luxembourg sees growing rifts in European unity over the climate package: "Yesterday the MEPs put off the vote on the energy and climate change package. This is a logical step for those familiar with the European Parliament's desire to be seen as a seat of responsible governance. The climate package should allow Europe to lower its energy consumption by 20 percent by 2020, in that 20 percent of electricity will come from renewable sources. But the admirable unity that reigned during the Georgia conflict and the financial crisis is now a thing of the past. ... France is particularly eager for the package to be agreed on in its first reading, before the end of the French European Council presidency. Germany is hesitating about paying for CO2 emission rights, as are Belgium, Poland, Italy and certain countries in the East whose industries are heavily based on the chemical sector or coal-fired power plants. The European Union is far from being free of such national quibbles."

The European Year of Intercultural Dialogue gets off to a rough start

For the editorialist Thierry Labro, "the choice of Syrian Grand Mufti Ahmad Badr Al-Din Hassoun as the first guest at the European Parliament doesn't bode well for the European year of intercultural dialogue (EYID). Hans-Gert Pottering, the President of the EP is the target of this criticism for several reasons. With a ten million euro budget, the EYID should mean something to Europeans. Even though the Mufti's very moderate speech [given on January 15] on the uniqueness of civilisation, ... was very well received, holding it in Strasburg didn't allow us to know anything about his community, and his low profile didn't allow it to reach the youth the EYID is targeting. No, the visit was clearly political at a moment when many discussions get bogged down in Syrian interference, like the resolution of the situation in Lebanon or Iranian nuclear development."

Brussels proposes a plan in matters of energy

"According to a European Commission survey, nearly one in seven Europeans considers that energy issues are crucial", notes Thierry Labro in his editorial. "And when Europeans do take any interest in energy, almost one out of two like to think that their government will guarantee that the prices of petrol, gas and electricity are as low as possible. What José Barroso, President of the European Union, is about to do will no doubt escape their understanding at first. ... Global warming is causing concern. Ecological catastrophe probably disturbs the dinner conversation of a few families now and then, but not to the point of modifying individual behaviour. However, without such individual responsibility being taken, the best action plans in the world are bound to fail."
