Europe also works without a treaty

Europe can get by very well without a new treaty, writes the conservative paper Die Welt: "The Czech Constitutional Court judges' yes to the Treaty of Lisbon is an important stage victory for the new European Reform Treaty. But it's no more than that. Its opponents can go on bringing charges against it because the judges in Brno have only ruled on certain disputed points. ... The treaty has never been able to reach Europeans' hearts. It is a cold compilation, seen by many as the lap dog of elite Europe-enthusiasts. And it will never lose this tarnish - as long as it remains an issue, that is. And if it doesn't? Europe will just keep on going. Experience shows that good results can be had even under today's rules. We can cooperate more even without a new treaty. All this hue and cry about Europe's future has got to stop."

Is the European blue card on its way?

The newspaper's Brussels correspondent Christoph B. Schiltz sees the blue card as a "correct approach", but no more: "Will the European Commission's proposal, which unfortunately has been watered down on the insistence of member states like Germany, be enough to succeed in the battle for skilled workers with the US and the Asian economies? It's doubtful. For one thing the proposed solution puts considerable restrictions on worker mobility: the work permit is valid for only one country rather than all EU states. ... Ultimately the reservations within the grand coalition could lead to either the failure or further watering-down of the blue card. That may win Germany's ruling party more votes, but it would be fatal for Europe's economies."

Merkel's path to a EU constitution

Christoph B. Schiltz considers it "likely that the EU constitution will be a losing issue for Angela Merkel. With her constitutional pathos and setting the deadline for a new constitution in 2009, the Chancellor has - needlessly - placed at the top of her priorities a topic that should not be there at all. True, Europe needs better and fairer decision-making processes. But a new constitution or a new basic treaty that overemphasizes social components is not necessary. It is good enough to forge consensus on new decision-making processes. This is exactly what is currently blocking Germany in the judiciary field."

A yellow card for Ankara

Christoph B. Schiltz is angry about the "European theatre" over Turkey, which turns the "high art of European diplomacy into a farce." He writes: "There will be only one serious topic for the next summit meeting in mid-December: Turkey. New matters will be broached with expressions of gloom. Ankara will not be moved. But other urgent questions, such as about energy and the removal of bureaucracy in Europe, will be shoved to the periphery. ... German and British diplomats call it the 'politics of balance' - and they may continue to hope for a great solution with help from the United Nations one day. Only the EU's credibility is left by the wayside. This was a time for toughness. Talks with Turkey should have been suspended entirely as long as Ankara does not recognize Cyprus."
