Laurent Moyse considers that despite Luxemburg's high ranking in the PIRLS rankings (sixth out of 45), "there remains a non-negligible number of students who consider reading a chore and textual interpretation an uncomfortable activity. ... The education system must find a way to balance the transmission of knowledge with a response to the difficulties of working with a diverse student body.
