Amateurish government policy

The left-liberal daily La Repubblica sees the handling of the immigration problem on Lampedusa as a "defeat" for Italian immigration policy: "The culture of emergency inflamed by Prime Minister Silvio Berlusconi has resulted in a militarisation of the cities. ... The law of social inequality was born from a simulated emergency to stop the wave of immigration. The result: immigration has risen by 80 percent. ... The state resorts to penal power and ignores that certain things must be respected in immigration policy, such as international agreements, humanitarian considerations and a balance between immigration and the job market. ... The government's policy is amateurish and irresponsible. It is dilettantish not to see that the illusion of punishment, the television commercials, the soldiers swaggering about and branding arms and the barbed wire around the new concentration camps known as identification camps all cast a shadow over the multicultural Italy. But with over 4 million immigrants in the major cities, schools, fatories and the economy, this Italy has long been the reality."
