Diverging attitudes to foreign policy

Opinion is divided within the Slovenian government on the EU's proposal to mediate in relations between Slovenia and Croatia. The daily Delo criticises this: "Slovenia's foreign policy ... is speaking two different languages. While Prime Minister Borut Pahor insists Slovenia will not give up its blockade on EU membership talks for Croatia, Foreign Minister Samuel Žbogar has implied that Ljubljana may relent. ... It is unusual for Foreign Minister Žbogar to have formulated in such precise words Slovenia's conduct towards Croatia. He is generally regarded as a skilled diplomat. ... It was his predecessor Dmitry Rupel who relied on conducting foreign policy through words. ... It is no coincidence that during the times of Dmitry Rupel's spectacular foreign policies, when diplomacy was conducted behind closed doors ... no progress was made. And we were under the impression that Slovenian foreign policy would also be conducted behind closed doors with the new foreign minister."
