Time for a more positive approach to the minority question
The council of Slovenians living in the Austrian state of Carinthia has recommended that Slovenia should take steps to improve the situation of the Slovenian minority there. The daily Delo comments: "In this way Slovenia will once more play the role of referee, which Slovenians have often contested, or played behind the scenes. It is high time that all the cards were laid on the table and that common ground was actively sought. Slovenian is disappearing as a spoken language in Carinthia, and more Slovenians die each year than are born. Certainly, an increasing number of children go to bilingual elementary schools, but bilingual secondary education is practically non-existent. Moreover, Austria is now changing its school law and introducing free kindergartens and daycare facilities. In such times, all of the political and other institutions concerned must take a positive interest in the minority issue."
