It's not what you say but the way you say it
On the visit of US Vice President Joe Biden to Kiev the daily Der Standard writes that real dialogue between Washington and Moscow could have a positive effect on Russia's development. "Nuclear disarmament, non-proliferation of nuclear weapons, the fight against terrorism, energy security, a new financial order, measures against climate change - in no area is real progress possible without the cooperation of Russia. ... What [Russia's] President Dmitry Medvedev has to say about the rule of law, democracy and freedom is not so far away from Barack Obama's credo. Should there really be fundamental ideological differences between Medvedev and [Russian] Premier Vladimir Putin, then a respectful, substantial dialogue between Washington and Moscow could strengthen the current junior partner in Russia's power tandem at home. Even the former leaders of Central and Eastern Europe who are scarred by bitter experience ought to be less afraid of a more democratic Russia."
