Moscow security pact a con
Russia is currently working on a so-called pan-European security pact aimed at putting its relations with Europe on a new footing. The daily Latvijas Avīze is sceptical: "Point one [of the treaty] could certainly be interpreted as meaning that no more former Soviet republics should be allowed to join Nato. Nor is the demand that there should be no support for 'activities that are detrimental' to other pact members explained in any detail. Presumably this refers to [foreign] aid for the few Russian democrats still living. Moreover it is not made clear why the already existing organisations for Europe's security can't take part, or why a new agreement is at all necessary. According to the Kremlin it is aimed at overcoming the legacy of the Cold War, but it's far more likely that Moscow is trying to divert attention from the obligations it has still not fulfilled and resume the old Soviet policies."
