Start successor treaty not revolutionary
The agreement on reducing nuclear arsenals reached between Russia and the US doesn't go far enough, writes the conservative daily Frankfurter Allgemeine Zeitung: "Within seven years of the treaty's coming into effect nuclear arsenals must be reduced to 1550 warheads and 800 carrier systems. Of these, 100 may not be stationed, but only held in reserve. This is by no means revolutionary. ... The new agreement is important because it largely takes over the verification and inspection system of the former treaty. ... Now greater transparency and a new bond of trust will arise with the passing on of missile test data and on-site inspections. Another question is if the agreement can lay the groundwork for a closer and more trusting cooperation between Washington and Moscow in other areas of international policy. President Medvedev may show very soon whether Russia is ready to press the 'reset' button on relations between the two countries: regarding Iran and at the Nuclear Nonproliferation Treaty Review Conference."
