Unclear power structures weaken EU
Individual member states must transfer national competences to the EU for it to present a joint front, the liberal-conservative daily Die Presse demands. But according to the paper they lack the will to do so, as the current tug-of-war over common economic governance demonstrates: "According to the most recent Eurobarometer 77 percent of EU citizens want closer coordination on economic policy within the EU. They recognise the need for such a step towards integration. But they will be disappointed if Europe's so-called economic government remains confined to the level of political exchange of interests among the heads of state and government of a few major member states. ... Instead of admitting that a common policy can only function if the power is transferred to a higher level a grey zone of inter-state agreements is being created. This is not the Europe so many people have dreamed of. It is merely a caricature of it."
