Carrot and stick for Bulgaria's civil servants
The directors of Bulgaria's state health insurance company and commercial registry were forced to resign last week after it emerged that they had granted themselves bonuses amounting to several thousand euros. Nevertheless, civil servants who manage large sums of money have a right to a good salary, writes the daily Standart: "It's high time to introduce clear criteria for appraising performance and responsibility in the state administration, even if it means some public servants will earn more than their ministers. Especially if they not only bear a heavy burden of responsibility but also bring huge amounts of money into the treasury. Of course, the carrot never comes without the stick. Civil servants who are convicted of corruption or any other crime while in office must be aware that they will not get off with just losing their jobs, but will also wind up in jail. That way they'll think twice before they risk their freedom and a good public service job by getting involved in shady dealings."
