The new president

On the evening of his inauguration Nicolas Sarkozy travelled to Berlin to meet with Federal Chancellor and EU Council President Angela Merkel. Sarkozy suggested a mini-treaty for the EU, to be ratified in France by parliament rather than by referendum.
