Review transport policy in Tallinn

After the inhabitants of Tallinn voted in favour of free public transport in the capital in a referendum last Sunday the liberal daily Eesti Päevaleht advises a complete revision of the country's transport policy, which until now has one-sidedly favoured motorists: "Traffic management must be revised and made more pedestrian-friendly. … In those areas of the city centre where there is currently no space for pedestrians and public transport, room must be made for them at the expense of road traffic - as has already been done in many cities from Helsinki to New York. This move is not aimed at angering motorists but at ensuring that the users of the various modes of transport don't get in each other's way. Even if most people use cars as their mode of transport, such reconstruction need not be obstructive for them; on the contrary, at present all the different road users are using the same roads while plenty of public space goes unused that could be reconstructed to offer attractive alternatives."
