Frequent cabinet reshuffles paralyse Bulgarian government
Since the beginning of the year two Bulgarian ministers have already resigned their positions. Following her failed candidacy for a post as EU commissioner Rumiana Yeleva resigned as Bulgaria's foreign minister in January. And owing to suspicions of embezzlement the health minister Bozhidar Nanev followed in her footsteps in March. The daily Sega criticises the frequent cabinet reshuffles: "The willingness to replace ministers even at the slightest hint of a suspicion of abuse may go down well with the people but it leads to chaos in the ministries and paralyses the ministers and their underlings in their decision making. ... The parliamentary scandals that flare up every time a government representative evades their responsibility - for lack of interest, fear or incompetence - are typical. Yet the cabinet has not even begun implementing its reforms, which are unpopular and need to be championed."
