Poland learned nothing from flood disaster

The wave of floods on the Vistula and Oder rivers is rolling northwards through Poland and has already claimed 15 victims. The country obviously learned nothing from the floods disasters of 1997 as hardly anyone bothered to take precautions against new floods since then, the conservative daily Rzeczpospolita writes: "The number of houses that have been built in the Kozanów district of Wrocław, which was flooded in 1997, highlights how our city has lost the battle against the present floods. ... We are witnessing how we learned nothing from the disaster [back then] - or at best very little. The great number of buildings that are uninsured against flooding in the exposed areas proves the extent of our negligence."
