Bulgaria's government outsources reforms
Bulgaria is issuing invitations to tender for the administrative reform of its Interior Ministry and its healthcare and social welfare systems. It is looking for a consulting firm that for around 820,000 euros will do the work its politicians are supposed to do, the daily Dnevnik complains: "Two years ago Bulgarian taxpayers invested 20 million leva [ten million euros ] in parliamentary elections aimed at selecting the best candidate for managing the country. [The party] Gerb won with the slogan 'We will show everyone what Bulgaria can do'. It promised motorways, energy independence, an end to corruption, greater justice and painful but necessary reforms in the public sector. ... The only thing it is really working on now is the motorways. ... Everything has stayed the same. And this public invitation to tender for a consulting firm shows that in the middle of its term the government is incapable of bringing the hordes of public servants at the Interior Ministry and their low efficiency as well as the administration of funding for health and pensions under control."
