Romania finally ready to use EU funds

Romania wants to create a ministry for EU funding, to be headed by former EU Commissioner for Multilingualism Leonard Orban. His job will be to access EU funding earmarked for Romania, something that has hardly happened up to now. The daily Evenimentul Zilei hopes Orban is well-armed for the difficult task ahead: "The major difficulty in accessing EU funding is corruption. Romania is like a feudal kingdom shortly before the establishment of an absolute monarchy. Every dignitary behaves like a little king who siphons off whatever he can. ... Orban needs control instruments and political support so that he can do battle against this ruling nobility. But even if he does he won't be able to work wonders as regards accessing EU funding for the period from 2007 to 2013. Nevertheless he can persuade the EU Commission not to cut the funding for 2014-2020. If he is unable to do that, the little funding that we have managed to acquire will suffice to finance a powerless minister who rules over a dusty office in the Palace of the Parliament."
