Bulgaria further cripples its judiciary

To limit the numerous appeals brought by Bulgarian citizens before the European Court of Human Rights in Strasbourg, Bulgaria wants to create an additional court to review judgements passed down by the high courts. That will only make things worse, writes the daily Novinar, especially as many Bulgarians are appealing precisely because cases are taking too long to be decided: "According to the law we can only appeal to the European Court of Human Rights in Strasbourg when all legal recourses have been exhausted at home . ... According to the new system first we must appeal to the new court, which will add another couple of years to the proceedings. The result: we appeal about our paralysed judicial system and receive additional paralysis as thanks. ... Bulgaria must get its judicial system in order instead of just trying to muddle along. Unfortunately our government has got used to the idea that the dispensation of justice in this country is a mess, and is simply trying to numb the pain."
