Ian Baruma reviews the birthday celebrations for the Treaty of Rome on the 25th March in Berlin when Angela Merkeal declared that we need to give Europe a soul. For the Dutch writer, this very soul is embodied in London. "The most important aspect of the EU is the mobility of its citizens. The way Europeans can live and work anywhere in Europe. We can only wish there were more Polish construction workers in Paris, more English architects in Berlin and more French entrepreneurs in London. One of the great ironies of recent decades is to see how London, the capital of the country which has so often rejected the dream of Europe, is becoming the biggest European metropolis. People flock from all Europe firstly because London offers the freedom to pursue their dreams."
