Irish PM urges responsibility in 'new era' of change

Irish Taoiseach Bertie Ahern sees an "enormous opportunity" for Northern politicians a year after the IRA announced it was ending its armed campaign and decommissioning its weapons. "One year on, we can say with confidence that this truly is a new era. At times, things may not seem any different. To many, the same politicians seem to be having the same arguments about the same issues. Many people are becoming switched off by what seems to be a never-ending process without any outcome. But look closely and we can see huge changes are taking place - changes for the better." Referring to efforts to revive Northern Ireland's power-sharing Assembly by a November 24 deadline, Ahern urges "the parties to take responsibility and do the job they were elected to do. With the support of the two governments, they need to sit down and agree to restore to full operation the democratic institutions that were established by the people."

Managing humanitarian crises

The Irish Taoiseach [prime minister], Bertie Ahern, warns in an opinion piece that "the cost of responding to natural disasters is increasing exponentially. The United Nations estimates that the economic costs associated with natural disasters have increased three-fold between the 1980s and the 1990s. As the 1990s drew to a close, natural disasters were causing economic losses in the region of €550 billion per annum - this is more than eight times the total flow of aid to developing countries for 2004. It is hugely important to effectively address vulnerability to disaster if we are to concentrate our efforts on the work of effecting long-term, positive change in developing countries."
