European budget

Luis Naves comments on the European Parliament's rejection, on Wednesday, January 18, of the budget agreement for 2007-2013 that was adopted last month by the European Council. The deputies are demanding a fatter budget envelope. "The budget agreement was arrived at with great difficulty in December, when it was debated for the first time by 25 members. But this was before anyone reckoned with the deputies of the European parliament!" exclaims the editorial writer, who draws a lesson from this rebellion. "The EU will have to change the means and methods of its financing if it wants to avoid seeing this labourious and recurrent haggling process lead us to an impasse - one from which we will not emerge this time."
