Angelo Panebianco on increasing censorship in Europe
The law on the condemnation of the negation of the Armenian genocide adopted by the French National assembly on October 12th is very controversial. The Italian university professor Angelo Panebianco considers that this constitutes the censoring of freedom of expression and deplores European conformism. "This law is not, as the French daily 'Liberation' described it, a useless law, it is a freedom killing law. The most recent in a series that is tightening the noose around the throat of free expression in Europe. Freedom of expression can be measured by the capacity to hold aberrant, or seemingly aberrant opinions as such in the eyes of the greatest number. ... Let us leave citizens the right to express non-conformist and even aberrant opinions, for the ears of governments and the majorities".

Strengths and weaknesses of the Prodi government
The 25 ministers of Romano Prodi's government took the oath of office on Wednesday, May 17. Editorialist Angelo Panebianco analyses the pluses and minuses of the new team. "Today we are seeing the birth of a government that seems determined to turn its weaknesses into strengths. The composition of the executive body over which Romano Prodi presides reflects the balance of forces within the majority. ... The centre-right is wrong in characterising this government as 'seasonal'. This is not the case. It is unlikely that the government will last the entire term of the legislature. But it is plausible that it will be around for a while. ... The centre-right should therefore draw a lesson from this. ... Rather than fragmenting amid dreams of bringing down the government, they would be better advised to busy themselves organising the opposition - a role they are likely to be in for quite some time."

Forming the Italian government
Following the animated election on Friday, April 30 of Franco Marini as Senate speaker, Romano Prodi now faces another difficult stretch: forming his government. Several members of different parties in his coalition have signalled their desire to be named to the most important ministries. "The inaugural speeches of the presidents of both chambers showed the degree to which the political cultures and strategic choices within the centre-left differ," explains editorial writer Angelo Panebianco. "Two courses offer themselves to Romano Prodi: to bring into being a government with a strong progressive stamp ... or choose a more liberal course that would reassure markets and international partners."

Communist Refoundation, the real winner of the elections
Fausto Bertinotti, the leader of Communist Refoundation, has proposed reducing the influence of Silvio Berlusconi's television group, Mediaset, thereby putting Romano Prodi and his victorious coalition in a difficult position. "Bertinotti is a pure-bred politician who, thanks to his courage and his undeniable talent as a leader, has pulled off a feat which, just a short time ago, had seemed impossible: once again giving communism in a Western country great visibility, political clout and strength within the government," observes the editorial writer Angelo Panebianco. "The large number of seats won by deputies from Communist Refoundation makes Bertinotti a real conqueror, and even something unique, within a coalition whose allies emerged weakened. And his triumph in the arm-wrestling match for the presidency of the lower house seals this success."
