An act of desperation

The left-liberal daily La Repubblica sees the cut in prime rates as a feckless act of desperation. Commenting that the stock markets have failed to respond positively to the move for fear of an impending recession, the paper continues: "After frantic deliberations, the heads of government have decided on a step the likes of which we haven't seen since September 2001 when the world stared in disbelief at the carnage of the Twin Towers. But this act of desperation has fallen on deaf ears. ... It seems clear that the measures taken by the banks are insufficient to address both the financial crisis and recession. For the men at the International Monetary Fund the hour seems to have struck to accompany money manoeuvres with injections of public funds into the real economy. The next dossier to be dealt with by Western governments may well be an incentive package for stimulating the economy."

The US prevails

For the daily La Repubblica, the G8's programme on climate change marks a victory for the US: "The [agreement] comes eight years too late, corresponding to the amount of time it took George W. Bush to see there was a problem at all. ... The agreement is a step backwards, bypassing and reversing the progress begun in Kyoto. The trick lies in the time frame adopted. The reduction which scientists and academics see as necessary to save the climate is 50 percent of 1990 CO2 emissions. But this date is intentionally suppressed in the G8 document. ... That means that the approach adopted in Kyoto is being cast aside. The extent of the reduction - which depends on the year taken as starting point - has been postponed to further negotiations, and will be decided according not to scientific, but to political criteria. The White House has won out."

Spain on the G8's door-step

Spain, whose economy is doing well, would like to become part of the G8 group uniting the eight richest countries in the world. The journalist Maurizio Ricci compares the evolution of the two countries and fears that Italy might be taken over by Spain. "The next step will be Spain's request to enter the G8. Zapatero [the Head of the Spanish government] speaks about it in hushed tones since the Spanish economists declared, figures in hand, that Spain is not the ninth economy in the world, but the eighth. It hasn't yet surpassed Italy, even if at its current rate of development no one would contradict Zapatero who has indicated that the gap will be filled within four years ... .To find oneself at the side of the Spanish at exclusive summits of the worlds giants would create an uncomfortable situation: it would be the confrontation of a Latin success story and an equally Latin decline, ours".

Vladimir Putin and the energy weapon

"Gazprom President Alexeï Miller, who does not have a red button [for an atomic bomb] on his desk any more than the vice-president, Alexander Medvedev, are men imposed directly by the Kremlin," Maurizio Ricci points out. He fears the consequences of the show of force being made by the Russian president. "If the arm-wrestling match with Ukraine were to endure and Gazprom's relationship with its European clients turn sour, the stakes would become much more serious and the conflict could get out of hand."
