Creating one's own elite
Uros Urbas says it's legitimate for a government to create new elites at the expense of old ones and describes how Janez Jansa's government has been going about this over the past two years. "It's important to have a strong middleman who can act as a mediator with the party leader or prime minister. Then it's easy: a lady who is responsible for a certain region calls a director or a mayor and tells him that she wants a certain candidate in a certain post… The latest reshuffles have made the creation of a new, alternative elite possible after 45 years of the communist party's monopoly and 12 years of Liberal Democrat government. Slovenia now has at least two political and economic elites that can govern the country."
