The EU and Latin America
Augusto Zamora, a professor of law and international relations at the Autonomous University of Madrid (UAM), insists on the importance for the EU to adapt to the political evolutions underway. "It seems that Latin America, as a corollary to the tumultuous changes it is living through, has launched a second decolonisation process that entails its various nations recovering permanent sovereignty over wealth, natural resources and the economy in a broad-based fashion. This subject is provoking some sparks among the rich countries, but it is not negotiable for the Latin American forces spearheading the change. ... In Vienna, we will see whether the Europeans are able to demonstrate flexibility and how far they are willing to go in adapting to the new circumstances in order to create the conditions at long last for a strategic and equitable relationship with the other side of the Atlantic. The Vienna summit represents a test."
