Will Poland cause the EU summit to fail?
The negotiations that have been going on since 2002 and the constitutional debacle in France and the Netherlands in 2006 have caused considerable damage to the EU, writes Oszkár Füzes. "Now Poland is making itself unpopular with more flexible countries. It has a lot to lose in doing so: if Warsaw isn't successful in its bid to have the reform of the 27 states' voting system postponed, it will lose political influence and support. The British have always managed to get their way: so far they have torpedoed anything they didn't like about the constitutional draft. The constitution process has turned into a fiasco. Instead of bringing reform it has done more harm than good to the EU's prestige and capacity to act. But the constitution itself is not to blame; it's the muddled handling of the process. The EU summit could perhaps help to limit the damage."

A new government in Serbia
Serbia has a new government: the three-party coalition led by the incumbent Serb Prime Minister Vojislav Kostunica is governing without the participation of the ultra-nationalists, who represent the strongest faction in the Serb parliament. Oszkár Füzes comments: "We dare to hope that this cabinet will last long enough for us to become well acquainted with it. The coalition of more or less democratic pro-West parties was formed owing to pressure from abroad and can dissolve at any time... Only the stars know whether the new ministry of finance will be able to revive the Serb market - a monstrous combination of state and Mafiosi structures. Or whether a constitutional state will emerge and whether the Serb people, who have become increasingly impoverished over the past twenty years, can be given new hope. The politicians in Belgrade have been given another chance - probably the last one they'll get."

The 'Ukrainisation' of Romania?
Oszkár Füzes comments on the impeachment process of President Traian Basescu. "Basescu's opponents are hoping that voters have had enough of his continuous wrangling with the opposition and Prime Minister Calin Popescu Tariceanu and now want a more restrained president and more stable politics. Indeed, it would be a good thing if the incessant bickering came to an end and the focus shifted to the integration of the new EU member, the battle against corruption, the modernisation of the country and the reform of minority laws. However, Basescu should not be held solely responsible for the situation. Whether Romania can hope for a calmer future also depends on his opponents. If the peaceful demonstrations turn violent, there is the danger that the situation in Romania will become like that in Ukraine."

Bush in Budapest
During his visit to Budapest, US President George Bush particularly praised the desire for freedom displayed by Hungarians in the national uprising of 1956. Oszkar Füzes calls for people to show more appreciation of the US's campaign for freedom and democracy all over the world. With reference to criticism against US intervention abroad he asks: "Is it fair to condemn the war in Iraq while at the same time criticising the US for not preventing the crushing of the 1956 uprising? Does it make any sense at all to continually dissassociate Europe from America? Hasn't it been vital for the Western European welfare states that they were backed by American military and economic power?"

The extradition of Ratko Mladic
Journalist Oszkar Füzes says the time has come for Serbia to hand over Bosnian-Serb General Ratko Mladic, who is wanted for war crimes, to the UN war crimes tribunal in the Hague. "The Serbian government now knows that everything that is important for the country – the small part of Kosovo that Serbia may be allowed to keep, the large part of Montenegro that Serbia claims as its own, and all the country's prospects of joining the EU – depends on Mladic being extradited. In both a symbolic and a practical sense, Mladic has become an obstacle to Serbia's modernisation. Once a national hero, he has become a curse to the country... Now we must wait and see who Mladic will implicate with incriminating and compromising information – provided he arrives in the Hague alive and is willing to talk."
