French agriculture has to make choices

Patrick Lamm considers that "by demanding on Saturday [February 23rd], during the agriculture trade fair, that the debate on the reform of the [Common Agricultural Policy] (PAC) in 2013 begin this year, Nicolas Sarkozy was no doubt right to want to take advantage of France's imminent EU presidency, from July 1st, to make budgetary decisions according to a political view of the sector and not the other way round. Though France would have to clarify its position by then. Should, for example, our agriculture continue to want to produce everything, or should it concentrate on its strong points ... ? Should innovation be controlled - as with the recent decision to freeze GMOs - or should it be privileged? Choices therefore have to be made on a national level before bringing in European negotiations."

Bali, one step forward for the climate?

Patrick Lamm considers that "to have kept the United States in the negotiation process represents an encouraging result in itself. All eyes are turned to Washington and the election of a new president of the United States next year, who will hopefully be more flexible than George W. Bush. ... But in the meantime, something concrete needs to be put on the drawing board. This is what will be attempted right from this week by Europeans, who are on the frontline of this crusade. This Wednesday [December 19th] the European Commission is due to present its new norms for cars' carbon dioxide emissions. But there is little chance that a decision made on this occasion, for Europeans are themselves divided between the Germans who don't want to handicap their big saloon cars and the Latin countries (France and Italy) who are defending their smaller, less pollutant engines. The road to a rescued planet will be long."

Insider dealings revealed at EADS

Patrick Lamm considers that shareholders are not the only suspects in the affair. "[The French State] is not beyond accusations, for, informed of the airbus difficulties, it failed to carry out its duty as a shareholder and sound the alarm bell. More generally, with often politically coloured decisions it aggravated governance that swiftly proved to be EADS's Achilles' heel. ... At any rate, these latest developments are inciting an urgent review and reshuffle of the EADS decision makers. The 'historical' shareholders who are not motivated any more should be encouraged to step down very fast. It is indeed not sure that the group needs shareholders of reference in the future. A 'golden share' should suffice to shelter it from coveting."

The EU is imposing the monitoring of chemical substances

On Wednesday, December 13th, the European Parliament is due to adopt the REACH regulations that aim to register, evaluate and authorise some 30,000 chemical molecules currently on the market in the Union. "First of all the text deserves credit for its very existence", notes the editorialist Patrick Laam. "Which is no small achievement, in view of the complexity and sensitivity of the subject as well as the jousts it has provoked. The period of incertitude that had been prevailing for years is at last coming to an end. ... It remains to be seen how this text will actually be applied. Despite the desire to hide behind all the 'principles of precaution' imaginable, it has to be recognised that we will never be able to guarantee 100% non-toxicity of chemical substances ... . Henceforth we can predict that one profession is going to flourish in the coming years: that of the 'REACH expert', given the major head ache companies concerned can expect from the new regulation!"

Copyright and the Internet

As French parliamentarians debate a proposed bill aimed at controlling file transfers over the Internet via peer-to-peer (P2P) networks, the editorial writer Patrick Laam points out that "protecting copyright is essential in a community such as French society, which prizes cultural diversity. (...) The problem is difficult to solve through legislation. Because, on the one hand, the Internet offers everyone wider access to culture and knowledge and, as such, its use must not be restricted. Moreover, we also see that the biggest copiers are also often the biggest consumers of CDs and DVDs. Yet on the other hand, we must not allow the illegal practice of file-downloading to spread at the expense of creators, who see themselves as the dispossessed of the Web."
