The French are rejecting "Real Europe"

As a poll recently revealed that 7 out of every 10 French people consider themselves "proud to be European", the editorialist Stéphane Marchand wonders "where all of the French 'NO' voters [in the referendum on the European Constitution] have gone? It is as if two Europes were coexisting in the minds of the French. In theory, they like the grandeur of the idea, but they have been taught to be wary of the risks it implies. ... In each country of the Union, and particularly in the most developed of them, it is not easy to reconcile the idea of Europe with real Europe. Here, without a doubt, is France's greatest weakness. ... The presidential election on April 22nd will see the emergence of a new generation of leaders in Paris. If, as promised, it undertakes the reform of France, it will become possible to drop the double-language and teach French people Europe as it is: a big idea still being developed."

France is slowing Germany down

The editorialist Stéphane Marchand takes an interest in the economic gap between France and Germany. "Everything seems as if economies on each side of the Rhine were not in same century. After five years of reforms, launched by a socialist and pursued by a Christian-democrat, our neighbour has become a different country. ... Though brutal, the treatment was made politically possible by the fact that Gerhard Schröder followed by Angela Merkel had set themselves a clear target: to recast the German economy and switch it over from the industrial era to the information era. ... They are about to succeed, but this mutation can only operate on the scale of the euro zone and Germany needs another big, industrialised country. But France is not ready. ... [Germany] is furious about by being stood-up like this. Its motor is rearing to go and it is burning with eager energy to pick up European construction once again. But France is slowing it down."

Can Germany change Europe?

"The never-ending question is back atop the agenda: Can Germany change Europe? The Federal Republic has been in a particularly advantageous position since last Monday, January 1st, presiding as it now is over both the EU and the G8", explains Stéphane Marchand. "The chancellor Angela Merkel is being careful to give a modest tone to her ambitions, but her priorities are public knowledge. She wishes to revive the European Constitution ... . Alas, such a task appears to be diplomatically impossible. Her term as president of Europe befalls the Chancellor at the worst of times. Germany's two principal partners [France and the United Kingdom] are each preparing for a political change-over, thus inhibiting the slightest progress on such a complex multi-lateral subject as is the Constitution. ... So what to do? By combining her European presidency with her world-wide responsibility at the head of the G8, Angela Merkel could attempt to push two of her other proclaimed priorities: global warming and energy provision."
