Ryszard Kapuscinski's secret-service past
Ramiro Villapadierna, the daily's Berlin correspondent, looks back on the life of Ryszard Kapuscinski and what he has been reproached. "The recently deceased journalist, who was also a brilliant writer, covered the most important conflicts as a correspondent for the national Polish press agency (PAP). He described immense poverty in Africa and Latin America as well as the workings of power ... . In exchange, it seems, the police asked him for information on North American individuals and companies as well as on Israeli and west-German espionage. Thus he apparently wrote a ten page report in Central America, 1970, on Cuba's foreign policy and a three page report on Mexico's, along with the portraits of three people he met. ... Certain local journalists feel that the leaking of this report, which comes from the Institute for the Institute of National Remembrance (IPN) is aimed to make him loose all his prestige."

Europe faces a blackout
Ramiro Villapadierna, the daily's German correspondent, explains that electricity cuts "pose the question of how fragile the interconnected network in Europe is. The Italian Prime Minister Romano Prodi, thinks that this power failure underlines the urgency of a communal energy policy : 'It is absolutely contradictory having several European connexions without a central, single European authority'. While some are talking about an excess of independence others consider that the problem is due to conflicts bringing on the adjourning of certain mergers such as between Eon, Endesa and Gas Natural, or between Suez and Enel, conflicts that prevent the Commission from defining a common energy policy. ... At the beginning of winter and because of the gas cuts experienced last January and the global increase of consummation, the International Energy Agency, (IEA) will not fail to request over the next few days the investment of billions of euros in networks around the world".

German navy operations in the Middle East
Ramiro Villapadierna, the daily's correspondent in Berlin, considers that the German decision marks a turning point in the country's foreign policy. "For the first time in its post-war history, German forces are being deployed as of October in the Israeli conflict zone. This is what was decided yesterday in the council of ministers with the support of the major parties. The former communists and liberals have, for their part, criticised the choice because they fear that a provocation or a new escalation in this conflict might lead to a German soldier finding himself nose to nose with an Israeli. The German Chancellor (Angela Merkel), has specified that military engagement is only one among several elements allowing peace to be obtained in the Middle East, political measures alongside being due to insure its long time maintenance."

Reforming the German model of federalism
The European Union's leading power feels that its federal system puts it at a disadvantage in an increasingly competitive world. It has therefore undertaken a reform of the consensual and financial mechanisms between the federal power in Berlin and the federated states, with an eye on facilitating decision-making and adapting institutions to the 21st century," writes Ramiro Villapadierna, the paper's correspondent in the German capital. "In the proposed reform, the criterium that now matters most is efficiency, and not the system of checks and balances on competing powers devised by the victors [after World War Two] to ensure Germany's democratisation."
