The EU and Serbia
The two controversial issues in the negotiations for Serbia's accession to the EU are the status of Kosovo and cooperation with the international criminal tribunal for the former Yougoslavia (ICTY). Meetings between EU representatives and Serb President Vojislav Kostunica have so far failed to produce agreement on these issues. Darja Kocbek says the EU is in a catch-22 situation: "If the EU suspends the negotiations it will weaken the position of pro-European politicians in Serbia and strengthen that of the radicals. At the same time, it can't back down on its demands for the handing over of Ratko Mladic because the Croats would complain. Even now, less than half of Serbia's population wants the country to join the EU."
