The European Constitution debate

Former Polish Foreign Minister Bronislaw Geremek observes that a year ago it became clear that a European constitution would not be feasible for years to come. However in view of the urgent need for the reform of EU institutions, he calls for the creation of a European agreement instead of a constitution. The main goal of this document would be to provide the European Union with the necessary political clout. "The paradox of our times is that although the EU is an economic giant, it's a political dwarf. There is a great discrepancy between the economic power of the Union and the position of the EU in international politics. It must be possible to find the best solution for one's own country, within reasonable limits. In my view the solution lies in a European agreement that takes Poland's interests into account as far as possible."
