The universal problem of financing political campaigns

"The financing of political campaigns is about the most sensitive and dangerous area of modern politics", writes the economist Gideon Rachman. "Parties and politicians desperately need money. But the risks they run to raise money can destroy careers and reputations. Yet in each country where campaign finance problems have bedevilled politics – Britain, France, Germany, the US – the issue is usually discussed in entirely local terms. It is time that these countries learnt a few lessons from each other. ... The principles governing any campaign-finance system are easy to set out: minimise corruption; keep the political system open to outsiders; do not place excessive limits on freedom of speech. The trouble is that these principles conflict. ... Politicians must obviously obey the law. But if campaign-finance laws regularly criminalise leading politicians, the problem may be with the law not the politicians."
