The business paper Les Echos assesses France's proposal for a new law against illegal downloads: "The idea is to set up an independent authority monitoring Internet users to make sure they do not download pirate copies. If they do, the authority would initially issue one or two warnings. ... Should the person continue to download content illegally, the authority would have the option of blocking his or her Internet access for a year. This 'phased response' model advocated by Minister for Culture Christine Albanel appears to be the cleverest for now. Naturally, it will not eradicate piracy. But if it served to cut down illegal downloads considerably it would be a real achievement and would at least provide temporary protection for copyrights, without which there can be no creativity. The proponents of free downloads ... are either fantasists who dream of a cultural scene that exists beyond the realities of the economic world or true pirates."
