Ramón Cotarelo on the reconquest of the people's sovereignty

In Spain, the protest of the "indignant" began on 15 May 2011 (15-M) with a major demonstration at Madrid's Puerta del Sol Square against the austerity policy and corruption in politics. To mark the anniversary of the protest, tens of thousands of demonstrators are once again gathering in Spanish cities. They want to regain their sovereignty as the people, and it is their legitimate right to do so, writes political scientist Ramón Cotarelo in the left-leaning daily Público: "Sovereignty rests with the people, not because the constitution says so but because this is the way it is regardless of what the constitution says. Of course it's better that the constitution recognises this, but even if it didn't it wouldn't mean that sovereignty rested with anyone other than the people. … The people can transfer this sovereignty to a representative institution, or if they believe that the institution is not fulfilling its role they can retrieve it. And this is precisely what spontaneous movements like 'Democracia Real Ya' [real democracy now'] and 15-M, which agree that they want to change the political, economic and social system in its totality and revise the social contract, are now doing."

Ramón Cotarelo o skrajnej prawicy w Europie i Hiszpanii

Hiszpania, w odróżnieniu od reszty krajów europejskich, daje sobie radę bez populistycznych partii prawicowych, gdyż wystarcza jej konserwatywna Partia Ludowa (PP), która w zasadzie jest partią skrajnie prawicową, tłumaczy politolog Ramón Cotarelo w lewicowym dzienniku Público: "W ostatnim czasie w Europie obserwujemy, jak w siłę rosną populistyczne partie prawicowe. ... Tylko w Wielkiej Brytanii i Hiszpanii przedstawiciele skrajnej prawicy wchodzą w skład partii konserwatywnych, choć w obu krajach wygląda to nieco inaczej. W Wielkiej Brytanii zajmują miejsca w ostatnim szeregu, natomiast w Hiszpanii wchodzą w skład partyjnych władz. Jest tak od początku istnienia tej partii, gdy walczyła ona z partią centrową, UCD. Dopiero po rozpadzie UCD Partia Ludowa otrzymała niemal 5 mln głosów od elektoratu umiarkowanej prawicy i centrum, który do tej pory głosował na partię, która wprowadziła w Hiszpanii demokrację. Nie jest zatem tak, że skrajna prawica wchodzi w skład partii centroprawicowej. To centroprawica wchodzi w skład partii skrajnie prawicowej, założonej przez byłego ministra w rządzie Franco."

European elections: No ban on ideas

A list of candidates for the European elections in Spain has been declared invalid by the country's Supreme Court on the grounds of alleged close ties with the Basque terrorist organisation Eta. Many critics call this a false decision, saying the evidence is not conclusive. Political scientist Ramón Cotarelo has soothing words for the critics in the Spanish daily Público: "Ultimately the conclusion is that the conclusion of the critics is wrong. In Spain we do not ban ideas, and certainly not ideas of independence. The proof is that independence-seeking parties are represented in our institutions, like Aralar in the Basque country and the ERC in Catalonia, which is actually a ruling party there. In Spain activities or events are banned, but not ideas. And anyone who is affected by a ban can appeal against it if he believes that rights have been violated."
