Reform of elderly care through opening up the job market
The debate about reforming the welfare system has been dominating the political agenda for weeks in the run-up to the parliamentary elections in Austria, on October 1st. Alexandra Föderl-Schmid comments. "Austria is not unique as regards this phenomenon - other European countries are facing a similar demographic development. Families are increasingly being confronted with the problem of elderly care. This has contributed to all the other EU countries adopting a pragmatic approach. But in Austria, with elections on the horizon, the politicians have opted for a populist and presumably popular approach... In seven of the 15 EU countries the job markets are now completely open, and partly open in several other member states. In view of the acknowledged crisis in elderly care, France, Belgium and The Netherlands have been smart enough to make this area an exception from the start. Austria was aware of the problems and could have done this too, if they'd been openly discussed early this year. The fact that Austria has now decided, albeit belatedly, to adopt this possibility - which has continually been pointed to by the European Commission - shows a degree of insight, even at election time."

Nuclear safety in question
Alexandra Föderl-Schmid says it's no coincidence that two serious incidents at European nuclear power stations occurred on the same day. "At Sweden's Forsmark power station central safety systems failed. One expert referred to this as the most serious incident since Chernobyl. This effectively silences claims that serious accident couldn't occur at a Western nuclear power station. At almost the same time several thousand litres of radioactive water leaked from the Czech Republic's Temelin power station, which is just a few dozen kilometres away from the Austrian border. Only shortly beforehand a reactor block had been shut down because of a leaking oil pipe. Both incidents are a signal and will reignite the discussion about using nuclear power in Europe. This is a good thing, because it was just looking very much like the use of this source of energy would increase on the continent."

The Controversial Services Directive
Alexandra Föderl-Schmid is delighted that the controversial Country of Origin Principle has been abandoned... "This settles the main point of criticism. Claims that the directive symbolises the advance of neo-liberalism are no longer justified. One must also take into account that the freedom to offer services is already one of the EU's basic principles. That the EU parliament, and not the member states or the commission, has taken on the pioneering role in redesigning the directive testifies to the fact that a power shift has taken place and proves that the EU does pay attention to criticism."

The Consequences of the Gas Conflict
Alexandra Föderl-Schmid demands that the EU learn some lessons from the conflict, which has been settled for the time being. "It is conceivable that the greatest danger for the energy supply of Western Europe in the foreseeable future will not stem from a shortage of resources, but from the concentration of suppliers. This is why it is so important to start diversifying the import sources immediately, as the US has been doing for a long time. The Gulf states and the countries around the Caspian Sea are potiential alternative suppliers. And the construction of pipelines through other non-Eastern European countries will also help to pool the risk. The gas conflict should be a warning to the Europeans and contribute to their at last coming up with a common energy policy. This should also involve setting binding goals for the reduction of energy use. As a result, Europe could even become a leader in the area, as it is already in climate protection."

Austria's Negative Attitude towards the EU
Alexandra Föderl-Schmid comments on the latest results of a Eurobarometer poll which revealed that Austrians have the most negative attitude towards the EU of all European countries. While the EU average stands at 44 percent, only 24 percent of Austrians have a positive image of the EU. "At first glance, such a negative attitude towards the EU seems surprising, but if you look closer, it's not. For years now, Austrian politicians have warned people not to expect too much of the EU. Moreover, politicians have fanned the Austrians' frustration with the EU by approving a decision in Brussels and then complaining about the EU at home whenever the mood on the street was negative."
