A divided continent
According to a study by The Berlin Institute for Population and Development, the states of Northern Europe are well prepared for the challenges posed by population transformation and demographic change. However the same is not true of the countries of Southern Europe, the study concludes. In 2050, an invisible border will divide Europe into winners and losers of demographic change. With the study in mind, the Frankfurter Rundschau argues for liberal immigration policy: "Europe is shrinking. Liguria is aging. Eastern Germany is becoming deserted. So much for the negative side of the report. Neverthelesss the study's sombre diagnosis can also be read positively, as a recommendation for therapy: the cure for demographic change is more movement. On the ground this has been the reality for a long time now. Silent migration flows criss-cross Europe. Certainly, the great migration to and within Europe will not solve the demographic problem. But it shows that the winners of the population change must be attractive to immigrants, and able to turn the many faces of migration into their own trademark."

Merkel and climate protection
German Chancellor Angela Merkel has made a policy statement on climate change that will be the main issue for discussion at the first EU summit under Germany's presidency, which takes place on March 8 and 9. Vera Gaserow contends that Merkel didn't go far enough: "She disregarded the people. She didn't explain the demands the policy will make on people to effectively bring down the temperature nor did she say what European policies should be doing in addition to the tasks that are already on the list. It's only natural that a Christian Democrat head of government extol the virtues of wind power and preach about reconciling economy and ecology - people like to hear this... And there's nothing wrong with Merkel's words. There's just too few of them. Too little encouragement to make the most of current awareness, motivating people to reconsider their everyday behaviour, and too little vision to be more - as current EU president - than an arbitrator in the ping pong game of national climate protection blockers. If you want to be a playmaker you have to show it in public."

Brussels proposes a plan in matters of energy
The EU's plans to depend increasingly on atomic energy do not represent a sound solution for Europe's energy problems, says Vera Gaserow. "Nevertheless, the EU has well-known accomplices: climate protection and supply security. In discussions about atomic power, the Russian pipeline may serve as a welcome alarmist. But the current situation reveals that Europe's energy policy must protect itself from dependency on one raw material and one country. However no national policy of self-reliance can stop potential blackmailers. After all, the necessary uranium is not a home-grown product. No, the only way to prevent dependency on energy providers is through a broad mix of energy, diversification of providers and a functioning market that takes into account that Russia or the Arab oil states want to sell their politically instrumentalised treasures."

Nuclear safety in question
Vera Gaserow welcomes the decision of the German Minister for the Environment to order safety checks at Germany nuclear power stations following the Swedish incident. "Maybe the minister is using the threatening scenario as a political weapon in the revived debate about a renaissance of nuclear power. But by adopting a strict position on the issue of safety at nuclear power stations he can remind advocates of nuclear power of their weak point. The government had reached a moratorium with power companies: You accept a gradual withdrawal from the nuclear programme and we'll make sure the power stations can continue to operate smoothly. Necessary but expensive measures for retrofitting the stations have been handled with kid gloves or postponed. The operators of nuclear power stations had started to say goodbye to the withdrawal agreement. Now, following what was almost a serious accident, politicians have the opportunity to make it clear that they too can have their way in the debate about the safety of nuclear power."

Differing standards for naturalisation
"How German do you have to be?" Vera Gaserow asks ironically in view of disparities in the requirements of individual German states regarding knowledge of Germany among foreign naturalisation candidates. The German state of Hesse, for example, is contemplating having candidates answer 100 questions. "The wrangling to find the right standards for naturalisation tests is becoming absurd. Carrying out tests to determine eligibility for naturalisation makes sense in a state in which freedom of movement is a constitutional right... Citizenship guarantees rights and protection for life. Making sure candidates meet certain requirements is therefore justified. But these requirements were established long ago. There are national guidelines stipulating how respectable, loyal, democracy-loving and skilled in the German language candidates should be. It's not the rules that are the problem."
