A not so engaging European Treaty

"Whilst awaiting the new judicial framework of the European Union that is to be signed by 27 governments in Lisbon in a few days time [on December 13th], what is on the horizon for today's Europe?" wonders the editorialist Alberto Ronchey. "This is a somewhat unambitious empirical compromise. There has been no more mention since the tormented Brussels summit in June, European Constitution rejected in 2004 through referendum by France and the Netherlands, contested by London and only ratified by 18 of the 27 EU members. The governments of the European Union now have to deal with too many disparities between the different stages of development, between divergent interests and distinct cultures. This context is hardly encouraging, as is recognised by the Euro-federalists themselves, who aren't so optimistic anymore."

Managing migrant flows

"How much room is left in Italian society and the economy for further flows of immigrant labour?" wonders leader writer Alberto Ronchey, as the government tables a bill to reduce the period of residence required to apply for Italian nationality from ten to five years. "With the arrival in June of 20,000 new immigrants in addition to those who already account for 10% of the population, we are no longer able to absorb any more legalization ... Every newly legalized immigrant draws ever more illegal migrants, particularly from Africa, which, let us remember, boasts 852 million inhabitants." The writer does not believe that citizenship is necessarily a factor contributing to integration. "The suicide attacks in London in 2005 were perpetrated by individuals who had British nationality, and 40% of British Muslims call for the application of Islamic law, Sharia."
