Mediterranean Union as a consolation prize for Turkey?
French President Nicolas Sarkozy's proposal to found a Mediterranean Union has received fresh impetus. According to critics, membership could be a consolation prize for Turkey should its bid to join the European Union fail. Bojana Rozic comments. "It's bad news for Ankara that Paris wants to vote on the boundaries of the EU and consequently on Turkish EU membership this year... However, if France wants to forge an alternative alliance such as a Mediterranean Union, sooner or later the entire EU is going to have to reach a clear decision. It would be only a matter of time before a genuine debate became necessary. In view of Portugal's negative stance we can't rule out that this debate will take place only once Slovenia takes over the EU presidency. Such a debate would clash with Slovenia's priorities: EU enlargement and intercultural dialogue. In that case our country would perhaps have to focus on strengthening relations with Turkey rather than the integration of the West Balkans."

The EU's open door
"The intransigence with regards to national interests in the debate about the new constitution, the games played by the Kaczynski brothers over the past few days and the general conditions for the drawing up of the new document - all these problems have no doubt convinced many veterans in Brussels that the EU enlargement of 2004 came too soon", writes Bojana Rozic. "The confrontation, which is increasingly taking the shape of a Polish-German dilemma, has escalated this week as a result of certain remarks made by leading Polish politicians that border on bad taste and recall the kind of dialogue Putin employs in Brussels. In view of all this, a number of leading European politicians, in particular Angela Merkel, must be wishing someone would simply turn around and say to Poland, Great Britain and the other Eurosceptics: 'Well there's the door'. The European Union can no doubt get along fine without them."

Europe in a celebratory mood?
"Despite all the criticism it has had to put up with, and despite all the crises it has confronted, the EU is a successful project," Bojana Rozic insists. "There is plenty of evidence to support this. The European Union has been successful in shaping the single market and the free circulation of payments, services, capital and people..." In a few months time Slovenia plans to convert to the euro. "The most recent process of enlargement thus proves that joining the EU has a positive political, and in particular, economic effect. Finally, the fact that many more states are knocking at its doors, wanting to join at any cost, is conclusive proof of the success of the European club."

An EU budget agreement is reached
Although he describes the dispute between EU institutions as "much ado about nothing", Bojana Rozic says he's relieved that "at long last, the fate of the EU budget was sealed just before midnight last night." Rozic comments: "In the end the European Parliament, which in March was still demanding 12 billion euros more, had to make do with just four billion euros - and half of that only thanks to some impressive accounting acrobatics. To be precise, the negotiators have had to tap into the EU officials' pension reserves to come up with the necessary funds."
