This Tuesday, September 26th, Tony Blair is due to bid farewell to the British Labour Party united in a congress in Manchester, handing over to Gordon Brown, Chancellor of the Exchequer. "Today is the day for he who thrice won Labour's victory to deliver his testament. Without having been able to choose, as he had hoped, the day and time of the announcement of his departure. But without having ever enthroned his Chancellor as an inevitable heir", notes Francoise Crouigneau. "This last act of the war of the two 'B's is typical of a party suffering from the wear and tear of power, but that above all is concerned that it might see itself, for the first time since 1992, overtaken by the Conservatives in opinion polls. ...
