"From one decade to the next, ten to fifteen years after Belgium experienced the suspicious importation of children from Rwanda and The Congo, and after the exposure of stolen children from Burundi and Hanoi, it appears that candidates wishing to adopt have learnt nothing from these scandals. We can thus ask ourselves whether the demand should not be punished as much as the offer, as in any other illegal traffic on the planet, stigmatizing the consumer as severely as the supplier. I do not wish to belittle the drama of a family seeking offspring, but it is unthinkable that this form of trafficking, financed de facto by families should go unexposed out of respect for the private problems faced by of couples."
