Santiago Petschen denounces European enlightened despots

The Spanish academic Santiago Petschen fears the growing gap between European citizens and those who are supposed to represent them. "Very often, the representatives of the European establishment really behave like enlightened despots. Fearing the disinterest of public opinion they want us to explain what they have themselves decided. This attitude raises two questions: is there a loss of interest among the population, or a loss of interest for the population? ... Citizens should not be contented to be passive; and yet this is how they appear in the Berlin declaration [adopted in the EU summit, June 2007]. ... The principle of citizen's legitimacy had been eliminated. In the section concerning democratic principles, citizens are not mentioned, while national parliaments working in the names of states are."
